Once the grande dame of Baltimore, the former Congress Hotel has been developed into 36 one- and two-bedroom market-rate apartments and 8,500 square feet of office/retail space. Funding for the $50 million project was provided, in part, by the Downtown Partnership of Baltimore, the Maryland Historic Trust and through the use of Historic Tax Credits.

The structure, circa 1905, has been nominated for designation as an historic place with the Baltimore City Commission for Historical and Architectural Preservation (CHAP) and with the National Register.

The basement was once the site of Baltimore's renowned Marble Bar; the actual bar is being restored. The Congress Hotel is neighbored by Chesapeake Commons, a 90-unit historic tax credit project, and the Artists Housing project at 400 N. Howard Street. The area is surrounded by Historic Seton Hill, Mt. Vernon and Baltimore West Side, currently a focus area in the City's renaissance.
