Priscilla Carroll is General Counsel of Struever Bros. Eccles & Rouse (SBER) and is Senior Development Director for SBER projects in North Carolina and Tennessee. Before joining SBER, Priscilla headed the Real Estate section of Whiteford, Taylor & Preston, practicing commercial real estate and finance for more than 25 years. In private practice, Priscilla represented numerous private developers as well as governmental agencies in overseeing real estate acquisition and development and in structuring tax exempt financing. Public clients included the University of Maryland System, the Washington Metro Area Transit Authority, the Mayor and City Council of Baltimore and UMBC Research Park. The public-private partnerships for which she was responsible engaged in Transit Oriented Development around WMATA stations, private development of academic facilities and dormitories as well as creative financing of public office buildings.
Priscilla is a Member of the American College of Real Estate Lawyers, was a listed bond lawyer in the Municipal Bond Buyers' book and is named a Leading Business Lawyer by Chambers USA.
